NABARD ACT

NATIONAL BANK FOR AGRICULTURE AND RURAL DEVELOPMENT ACT,1981.

The Union Cabinet gae its approval to the amendments to the National Bank for Agriculture and Ruaral Development (NABARD) Act 1981.


The following amendements to the NABARD act 1981 proposed:

1. Raising the authorized capital of  NABARD  to Rs.20,000 crorre from 5,000 Crore.

2. The meaning of cooperative society is proposed to be enlarged to include multistate cooperative societies under any Central law.

3.Change of ownership to facilitate the transfer of the remaining share capital of NABARD from the Reserve Bank of the Central Government.

4.Increasing the scope of operation of NABARD under short term funding purposes ans other changes.

The Minister of State for mines ,steel and labour and employment, shri vishnu Deo sai has said that "Labour" is in the Concurrent list of the Constitution.Thus, both the Centre and the States can legislate in this area.


There are 44 labour related statutes enacted by the Central Government dealing with wages , social security , labour welfare, occupational safety and health and industrial relatons etc.,being enforce by Central and states Government , as appropritate Government  as envisaged in the respective Acts.Each Act has been anacted keeping in view its objectives which are defined in each Act and accordingly the definitions have been incorporated in the Acts.

An Inspection scheme has also been notified with the objective of simplifying business regulations and for bringing in transparency and accountability in labour inspections.The scheme envisages objective criteria for selection of Units for inspection.

MINISTRY OF LABOUR AND EMPLOYMENT

ACHIEVEMENTS AND INITIATIVES

Ministry of labour and employment is administering 44 Labour Laws.These laws are enforced by Central ans State Enforcement agencies in their respective spheres.Multiplicity of Labour laws and complexities in compliance have been a matter of concern for a long time.There have been requests for ensuring simplificcation of formats,ease of compliance , effectiveness of inspections and speedy redressal of grievances.

  1. In order to address these concerns Ministry of Labour and Employment is developing a Single Unified labour portal for Online Registration of units,Submission of annual returns ,Reporting of inspections and redressal of grivances.
  2. The pilot projects is being operationalized in four organization in central sphere namely the cheif Labour Commisioner (central) organisation , the Employees State Insurance Corporation,Employees Provident Fund Organisation covering 16 labours to start with.The web portal is being developed and maintained by the National Infomatics

AYUSH MISSION

LAUNCHING OF NATIONAL AYUSH MISSION


The Union Cabinet by the Prime minister , Shri Narendra Modi, gave its approval for launching of the National AYUSH Mission (NAM) with its core and flexible components.

Pradhan Mantri Jan Dhan Yojana (PMJDY)


The Proposed Mission will address the gaps in health services through supportng the efforts of stste /UT Government for providing AYUSH health services /education in the country, particularly in vulnerable and far-flung areas.

Under NAM special focus will be given for specific needs of such areas and for allocation of higher resources in their Annual plans.The Mission will help in:

1)The improvement of AYUSH education through enhancement in the number of upgraded education institutions;

2)Better access to AYUSH services through increases in number of AYUSH hospitals and dispensaries,availability of drugs and manpower.

3)Providing sustained availability of quantity raw material of AYUSH systems of medicine

4)Improving availability of quality Ayurvedic,Siddha, Unani and Homeopathy drugs through increases in number of phramacies , drug laboratories and improved enforcement machanism of ASU&H drugs.
